Personality:Independent and willing to take risks, Selina Kyle has survived on the streets by relying only on herself. Even though she is a young girl, she refuses to be looked at as a "kid" and prefers to face any accusations head on. Despite her occasional brashness, she's fully capable of realizing that the end result will be more dangerous to her than she's comfortable with and will back down when she feels it's needed. While she is strong in her refusal to accept help from others when offered - she will still ensure that if she can help someone else out that has things worse than her, that she will.
Living on the street isn't the easiest choice for a young girl to make. When foster housing and child welfare offices are run by corrupt governments or officials, Selina has learned to take care of herself instead of relying on the broken system. When help is offered, she often refuses to accept it; believing that there might be a cost down the line that she'd have to pay. Rather than owe anyone any favors, she will sooner disconnect herself from a situation than become too comfortable with it. When Jim Gordon brought her to the Wayne Manor to stay while he kept her on file as a witness to the Wayne murders, she kept to her own schedules and even with Bruce trying to suggest that Alfred could make food for her (despite Alfred's insistence that he would do no such thing) she still stuck by her own choices. When she left the Wayne Manor it was because she knew that it was still too dangerous for her to be there - that being in a nice place with walls and a working furnace wasn't worth the risk of being in one place for a long period of time.
When she opts to help Ivy out and brings her to the abandoned apartment of Jim and Barbara, she doesn't make apologies for taking what isn't hers. She did what was needed to ensure her friend was able to get healthy again and if asked, she'd probably say she'd do it all the same. When faced with compliments that seem to go against what Selina's image of herself and where her future could lead her, when Barbara returns and attempts to befriend the homeless girls, she pushes back against those words. Deflecting her own discomfort with being cast in a certain light, she shines the spotlight on the flaws of whoever is trying to be nice to her.
Most of her willingness to take risks and not apologize for her behavior can be easily placed into her carefree attitude. It's not quite nonchalance, but it is more focused around her overall mindset that she already lives on the street - what else could happen? She doesn't make plans or do things according to a schedule and instead does whatever she needs to do in that moment. She can drop everything to just lounge on a couch for a few hours or she'll race through three boroughs just to find a person that could give her something useful.
She's flirtatious for a young girl, constantly approaching Bruce and invading his personal space as if testing his limits with her. She's offered him a kiss on a few occasions, which could either be due to her own interest or further pushing his level of being flustered in front of her. She's very grateful for the things that she does have and when presented with a gift seems very pleased to have made that sort of impression on Bruce. Her overall refusal of his help has more to do with her own need for independence and by removing what he needs from her, she removes his dependence on her for anything - something she hopes will keep him and her out of any additional trouble.
Selina is a thief, too. She makes her way either by stealing what she needs or borrowing what she can't rightly steal. Her ability to be quiet also makes her a good listener, which means that she can benefit from her ability to hide and not be seen or heard. This makes her an easy target for "goons" and similar criminal elements, because her abilities place her into dangerous situations on a somewhat regular basis. She's not easily scared, though, and doesn't back down from challenges or most attackers.
Being a girl that makes an impressive first impression, Selina has a sense of loyalty, but doesn't allow it to change who she is or how she survives. She's intelligent and quick-thinking, which helps her in nearly everything she does, and most of all she's still just a kid that's living on the streets. She's grown up far too quickly and because of that experienced more than most kids have her age and at the same time less than most kids actually need to experience. She's still learning and growing, but she has a solid idea of where she's headed.
Powers/Abilities:
For a young girl, Selina is in extremely athletic shape. She has demonstrated a great deal of strength and speed in city settings and is also capable of being highly aware of her surroundings. She has also demonstrated a great handle on her sense of smell - which takes a lot of talent since Gotham can't smell very good on an average day.
Slight of Hand: Selina is a skilled pickpocket and even at her young age can make lifts off of a person very effortlessly and without signalling the mark.
Acrobatics: Selina is capable of flexible movements that would lead someone to believe she has taught herself/learned a few basic acrobatic feats.
Balanced: Her ability to perch and balance atop narrow walls or other surfaces gives her a very high awareness of her center of gravity. It also allows her to manuever through large crowds easily and leap from rooftop to rooftop.
Street-fighting: Tougher than most kids, she can defend herself when needed - but she's not trained and her weapons skill is limited to using a knife.

Jacob Klein. Member of the Gotham Gym... [The plastic card flicks against the leather fold of the wallet.] You've probably never even swiped this to get in the door. [She glances to the plastic sleeve with photos and laughs a bit.] Not with that sad look on your face.
[The gym card is tossed to the sidewalk and she pulls out another.] You've worn this one out though - [She squints reading what's left of the logo.] Carl's Chicken Club?
[Flipping it over, she makes a face as she reads the benefits.] Every five rotisserie chickens gets your sixth one for free. No wonder you were never at the gym.
[She tucks that into her jacket pocket. It might be due for a free one.]
Three VISA cards, a library card, and a whopping thirty-four dollars. [She shrugs, taking the cards and pocketing them and then the cash. The wallet - empty except the photos - gets dropped into the next trash can.]
So... who's next? [Said to herself, looking out through the crowd.]
